Responsibilities:
Under direction of the Local Planning Council
(LPC), the Santa Clara County LPC Staff Liaison
provides responsible staff assistance and
administrative support to the Local Planning
Council and the Joint Child Care Committee (JCCC).
Moreover, the Staff Liaison serves as a resource to
LPC members, JCCC members, child care programs,
local agencies, community representatives and
parents regarding child care programs and
services.
The three year goals for the Santa Clara County
LPC are:
- Build and strengthen cohesiveness within the
LPC
- Represent early education in planning school
readiness initiatives
- Increase available resources (e.g. funding)
for the work of the LPC
- Provide leadership to the community and
education stakeholders on issues relevant to the
early care and education needs of children and
families

Michael Garcia was hired as Staff Liaison to the
Santa Clara County LPC in December 2005. Before
accepting his position with the LPC, Michael worked
with the Santa Clara County Office of Education, as
administrative support to the Organization
Development Department.
Prior to working at the SCCOE, Michael has
served as an instructional assistant for Rose Child
Development Center in Milpitas, ran an after school
tutoring program, and served as a counselor for
at-risk teens in Santa Clara County, both under
Asian American Recovery Services, a local
non-profit.
Michael holds a B.A. in Child Development from
San Jose State University.
